Community Infrastructure Levy (CIL)

The Community Infrastructure Levy (CIL) is a statutory way of collecting developer contributions to help fund infrastructure projects such as transport schemes and community facilities, to support new development in the area. Under the CIL arrangements local authorities can charge a locally set rate per square metre on many types of new development. The West Northamptonshire partner local planning authorities of Daventry District Council, Northampton Borough Council and South Northamptonshire Council have worked together on the proposals for CIL across the partnership, but each Borough and District Council will retain its individual identity as a charging and collecting authority and retain control over the spending of CIL receipts. The Joint Planning Unit has supported the partner authorities in the consideration of CIL and in compiling the supporting evidence base to support a CIL rate or rates.

CIL Approval and Commencement of Charging

Following receipt of the Examiner’s reports, the final approval of CIL and the commencement of charging was considered by the relevant Committees of the partner Councils  Daventry District Council's CIL Charging Schedule was approved on 30th July 2015 and was brought into effect on 1st September 2015. The CIL Charging Schedule for Northampton Borough was approved on 21st September 2015 and was brought into effect on 1st April 2016.  South Northamptonshire's CIL Charging Schedule was approved at the Council meeting on 21st October 2015 and charging commenced on 1st April 2016. The Community Infrastructure Levy (CIL) Draft Charging Schedules for the aforementioned Councils were submitted for examination under Regulation 21 of the Community Infrastructure Levy Regulations 2010 (as amended) on 30th January 2015. The examination hearing was held on Wednesday 13th May 2015 in the Sturtridge Suite, Northampton Saints Conference Centre, Franklin’s Gardens, Weedon Road, Northampton NN5 5BG. Submission of the Draft Charging Schedules

Consultation on Statement of Modifications to the South Northamptonshire Draft Charging Schedule

Consultation was held on the Draft Charging Schedules between June and August 2014. The comments from this consultation  informed the proposed modifications to the Draft Charging Schedule for South Northamptonshire Council that are set out in a Statement of Modifications (see document SUB 7 above). The Statement of Modifications was published for a four week representation period from 30 January 2015 until 5 pm, 27 February 2015.

The Draft Charging Schedules

Within West Northamptonshire the three partner local planning authorities of Daventry District, Northampton Borough and South Northamptonshire District have been considering the Community Infrastructure Levy (CIL). 

Recent work has informed preparation of a Draft Charging Schedule for each individual authority in West Northamptonshire. Publication of this information represents the second consultation stage in considering how the CIL may operate in these areas. The consultation ran from 26th June to 7th August 2014.
