West Northamptonshire Joint Annual Monitoring report 2009/2010 - 31 December 2010

The first Joint Annual Monitoring Report for West Northamptonshire has been published. The report covers the whole area and also has separate sections for Daventry District, Northampton Borough and South Northamptonshire Council. It covers the period 1st April 2009 through to 31st March 2010.

High Court ruling on revocation of Regional Spatial Strategies - 12 November 2010

Following the publication of the High Court ruling on the 10th November that the recent revocation of Regional Spatial Strategies was unlawful the Chair of the West Northamptonshire Joint Strategic Planning Committee said: "The West Northamptonshire Joint Strategic Planning Committee is aware of the High Court ruling* released yesterday stating that the recent revocation of the Regional Spatial Strategies (RSS) is unlawful. The Committee will be considering the implications of this with respect to the West Northamptonshire Local Development Framework currently under preparation and will make a further statement on this matter following the conclusion of considerations."

West Northamptonshire Adopts Local Approach to Housing Provision - 02 November 2010

Following the Government’s revocation of Regional Spatial Strategies(RSS) and the consequent removal of the housing targets set at the regional level, there has been much speculation about the approach that the draft Joint Core Strategy will take towards housing provision.

At its meeting on 26 October the West Northamptonshire Joint Strategic Planning Committee agreed an approach regarding housing provision that is based on what is deliverable and meets local need. The draft Joint Core Strategy will be considered by the Joint Strategic Planning Committee in January. This new local approach will mean that the previous Regional target of 62,125 homes to be built in West Northamptonshire between 2001-2026 will be replaced with lower figure of around 50,000 homes.

The Chairman of the Joint Committee, Councillor Chris Millar said “It is important that the partner Councils in West Northamptonshire continue to work together and plan for the future, but we can now do this in a way which reflects our local aspirations and needs. The approach that has been agreed represents a significant reduction in the growth that was previously planned whilst at the same time ensuring that the naturally arising needs of the local population are fully met in a way that is closely aligned to local circumstances such as the availability of infrastructure.” He added “We are now aiming to produce the next version of the Core Strategy, known as the Pre-Submission Draft, by the end of January 2011. This will then be published for public comment during February and March next year.”

The West Northamptonshire Joint Core Strategy will be the long term strategic plan for the development of Daventry District, Northampton Borough and South Northamptonshire administrative areas. Prior to their revocation of Regional Spatial Strategies in July this year, the Core Strategy had to ‘conform’ to the provisions of the East Midlands Regional Plan including the requirement for 62,125 new homes from 2001 to 2026.

Following the revocation of the Regional Plan the Joint Planning Unit has been working on an alternative approach to housing provision in West Northamptonshire and the much reduced headline figure of just over 50,000 was agreed by the Joint Strategic Planning Committee on 26 October. A breakdown of this figure by administrative area is provided in the table below.

Strategic Flood Risk Assessment - Level 2 (Northampton) - 29 March 2010

The Strategic Flood Risk Assessment (SFRA) - Level 2 for the Northampton area was published on Thursday 1st April 2010. This will extend the Level 1 SFRA published in 2007, and add to the Level 2 SFRA for Daventry and South Northamptonshire areas, published last year. Information about the SFRA can be found here.

Approval of West Northamptonshire Local Development Scheme - 22 February 2010

A review of the West Northamptonshire Local Development Scheme has been undertaken, and a report was approved by the Joint Strategic Planning Committee at its meeting on 17th December 2009.

The revised Scheme has now been approved by the Government Office for the East Midlands.

Evidence Base for the Joint Core Strategy - 20 March 2009

Since the Issues and Options stage the Joint Planning Unit has been commissioning and preparing the Evidence Base for the Joint Core Strategy. The process requires planning policies to be soundly based on robust, credible and up-to-date evidence base and a thorough understanding of the needs, opportunities and constraints within the West Northamptonshire area.
