Inspector’s Report

Following the independent examination of the West Northamptonshire Joint Core Strategy the appointed Planning Inspector Mr Nigel Payne BSc (Hons), Dip TP, MRTPI, MCMI has completed his report. The Report was received by the Joint Planning Unit on the 2nd October 2014.

The Report concludes that the Joint Core Strategy is “sound” and legally compliant subject to a number of main modifications which have been recommended by the Inspector. These modifications were made available for representations as part of the Examination process from 14th January to 25th February 2014. The Inspector considered the representations submitted in respect of the modifications prior to completing his Final Report.

Inspector’s Report and Main Modifications  

Copies of the Report and the schedule of main modifications are available for inspection at Council Offices and in local libraries (normal office and opening times) throughout the West Northamptonshire area and in some libraries in areas adjoining West Northamptonshire. The Joint Core Strategy was amended in accordance the Inspector’s Report and the recommended main modifications, and adopted by the Joint Strategic Planning Committee on 15th December 2014.

The Inspector

The Joint Core Strategy, as amended by the Proposed Changes, was submitted to the Secretary of State for Examination. He appointed a Planning Inspector, Mr Nigel Payne BSc (Hons), Dip TP, MRTPI, MCMI, who conducted the Public Examination of the Plan. 

The Inspector’s task was to consider the soundness of the submitted Core Strategy, based on the criteria set out in paragraph 182 of the National Planning Policy Framework (the Framework).  The relevant soundness criteria are whether the Core Strategy is: 1 – positively prepared (based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development); 2 - justified (the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence); 3 – effective (the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities); and 4 – consistent with national policy (the plan should enable the delivery of sustainable development in accordance with the policies in the Framework). 

The Inspector took into account the representations submitted on the Core Strategy at both the 2011 Pre Submission and the 2012  Proposed Changes Stages as far as they relate to soundness considerations. A number of informal debates took place on the principal matters identified by the Inspector at the recent hearing sessions, these sessions are now closed.

Following the closure of the Examination, the Inspector prepared a report to the JPU on behalf of the partner Councils with precise recommendations including modifications to the Core Strategy.

The Pre Hearing Meeting (PHM)

The Inspector held a Pre Hearing Meeting (the PHM) on 2.30pm on Monday 4th March 2013 within the Great Hall of Northampton Guildhall, St. Giles Square, Northampton, NN1 1DE to which Representors were invited. The PHM was purely procedural in nature and largely dealt with the matters covered in the Guidance Note but it nonetheless afforded Representors the opportunity to raise any procedural queries direct with the Inspector. The merits of individual representations or the content of the Core Strategy were not discussed.
